More Than 1 Project Submission
Are we allowed or does the devpost submission form allow for two project submissions?
If 2 submissions are allowed how do we do this?
Do we need to create another account or have a team member do it?

You can submit two projects as long as they are on different tracks and not related to each other. You can submit them on the same account or a different account it doesn't matter.
However, I would recommend that you do make sure you have adequate time to do both projects and to manage both projects. Most startups struggle to just manage 1 project.
Also remember, you are presenting these projects to Industry leader judges within the crypto community. These are venture companies to big exchanges like Binance and Huobi. You can see a full list of our judges here https://trondao.org/hackathon/judges/
